With a bi-partisan 42 to 17 majority, Representative Rob Nosse carried both the bill and a cannabis plant loaned from onto the House floor for the final vote, making a visual statement normalizing the talk of legal state-to-legal state commerce. The bill will grant the Governor of Oregon authority to enter into agreements with other states to allow interstate transfers of cannabis between licensees, providing the Federal government legalizes that state-to-state business.
